DOUGLAS J. BIBBY, CPE, ACC-ICF is Managing Principal for Bibby LLC. He has over 36 years of experience in the construction industry, and has worked for a wide variety of clients.

Doug has a history of implementing large-scale master plan building programs. He drives high performance standards through the development of project and construction budgets, project cost-control systems, scheduling and document control systems; performing cost-estimating and on-site construction management.

Projects he has completed include multi-million dollar seismic retrofits, civil, food processing, commercial, research and development, institutional and educational facilities.

Doug has specific expertise in Entitlements and Code Analysis for the Biotech, Pharmaceutical and Semi-Conductor sectors. He has an innate ability to establish inter-sector coalitions and to foster relationships with fire marshals and building officials. His skill combined with these relationships consistently results in the approval of alternate means and accurate code analysis for flammables, corrosives, and explosives.

For the past 11 years Doug acted as a local government affairs specialist and liaison for Genentech (Roche) in South San Francisco, California. His 10+ years of consulting to Genentech has involved the oversight of entitlements and code analysis for the campus master plan. In this role, Doug is accountable for facilitating permits for all projects, which encompass building, fire, engineering, and public works within the City of South San Francisco.

As an avid volunteer leader and community advocate, Doug has a history of building successful political and business coalitions.

He served as President of the American Society of Professional Estimators, currently the program chair of the Golden Gate Chapter, was an appointed Commissioner for the City of Berkeley Police Review Commission, Board of Adjustments, Planning, and a publicly elected official in the City of Berkeley.
